powerpc/speculation: Support 'mitigations=' cmdline option

Configure powerpc CPU runtime speculation bug mitigations in accordance
with the 'mitigations=' cmdline option.  This affects Meltdown, Spectre
v1, Spectre v2, and Speculative Store Bypass.

The default behavior is unchanged.
