Remove the leftover pglist_data::numabalancing_migrate_lock and its
initialization, we stopped using this lock with:
efaffc5e40ae ("mm, sched/numa: Remove rate-limiting of automatic NUMA balancing migration")
[ mingo: Rewrote the changelog. ]
