l2tp: handle PPPIOC[GS]MRU and PPPIOC[GS]FLAGS in pppol2tp_ioctl()

Let pppol2tp_ioctl() handle ioctl commands directly. It still relies on
pppol2tp_{session,tunnel}_ioctl() for PPPIOCGL2TPSTATS.
