Implement info_get() to expose HW revision of a linecard and loaded INI
version.

Example:

$ devlink dev info auxiliary/mlxsw_core.lc.0
auxiliary/mlxsw_core.lc.0:
  versions:
      fixed:
        hw.revision 0
      running:
        ini.version 4
