kbuild: move .vmlinux.objs rule to Makefile.modpost

.vmlinux.objs is used by modpost, so scripts/Makefile.modpost is
a better place to generate it.

It is used only when CONFIG_MODVERSIONS=y. It should be guarded
by "ifdef CONFIG_MODVERSIONS".
