hfsplus: drop ACL support

hfsplus: drop ACL support

The HFS+ Access Control Lists have not worked at all for the past five
years, and nobody seems to have noticed.  Besides, POSIX draft ACLs are
not compatible with MacOS.  Drop the feature entirely.
