MIPS: JZ4740: use Ingenic SoC UART driver

MIPS: JZ4740: use Ingenic SoC UART driver

Remove the serial support from arch/mips/jz4740 & make use of the new
Ingenic SoC UART driver. This is done for both regular & early console
output.
