perf evlist: Missing TPEBS close in evlist__close()

perf evlist: Missing TPEBS close in evlist__close()

The libperf evsel close won't close TPEBS events properly.

Add a test to do this. The libperf close routine is used in
evlist__close() for affinity reasons.
