drm/amd/display: [FW Promotion] Release 0.0.222.0

 - Add new condition for PSR exit due to ESD recovery
 - Add new VB scaling feature for ABM by interpolating between
   existing VB parameters, allowing driver to have fine grain
   scaled VB levels between 0 - 250
