memcg: replace memcg ID idr with xarray

memcg: replace memcg ID idr with xarray

At the moment memcg IDs are managed through IDR which requires external
synchronization mechanisms and makes the allocation code a bit awkward.
Let's switch to xarray and make the code simpler.
